Sem- comes from the Latin word Semper meaning Always, while Num- comes from the Latin word Numquam meaning Never.
Someone that identifies with a Sem- term means that they are always that thing / identity, no matter what, forever and ever. The oppiset for Num- terms, meaning that whose who identify with that term will never be that thing / identity, no matter what, forever and ever.
